Turkey: 10% Baseline Rate on Textiles, Steel, and Machinery
Turkey received the baseline 10% IEEPA reciprocal tariff rate effective April 5, 2025. While 10% is the lowest tier in the IEEPA reciprocal rate schedule, Turkeyโs significant export volume to the United States โ particularly in apparel, textiles, steel products, and automotive components โ means the total IEEPA duty exposure for importers with Turkish supply chains can be substantial.
For U.S. importers of Turkish goods, every dollar of IEEPA duties paid between April 5, 2025 and February 20, 2026 is potentially refundable through the CAPE portal.
Turkeyโs Key Export Categories to the U.S.
Turkey exports a diverse industrial and consumer goods mix:
- Apparel and textiles: Turkey is a major producer of cotton apparel, denim, and home textiles
- Steel and iron products: Turkey is a significant steel producer and exporter
- Automotive components: Turkish automotive parts manufacturers supply U.S. automakers
- Machinery: Industrial machinery, pumps, and mechanical equipment
- Chemicals: Specialty chemicals and petrochemical products
- Jewelry: Gold jewelry and precious stone settings
- Fresh produce: Hazelnuts, dried fruits, and specialty agricultural products
Key Product Categories
Apparel and Textiles (Chapters 50โ63): Turkish cotton garments, denim, and knitwear. Turkeyโs textile industry is one of Europeโs most significant. U.S. importers sourcing cotton T-shirts, denim jeans, and home textiles from Turkey were subject to the 10% IEEPA rate.
Steel Products (Chapter 72โ73): Turkish steel โ hot-rolled coil, rebar, and structural steel โ imported by U.S. manufacturers and distributors. Note: Section 232 steel tariffs (25%) are separate from IEEPA tariffs and are not refundable through CAPE.
Auto Parts (Chapter 87): Turkish automotive components manufactured for U.S. automakers and aftermarket distributors.
Hazelnuts and Specialty Foods (Chapter 8, 20): Turkey produces roughly 70% of the worldโs hazelnuts. U.S. food manufacturers importing Turkish hazelnuts and hazelnut paste.
Important Note on Section 232
Turkish steel and aluminum imports were also subject to Section 232 tariffs (25% on steel, 10% on aluminum). Section 232 tariffs are NOT refundable through CAPE โ only the IEEPA reciprocal component (10%) is refundable for Turkish goods.
No FTA with the United States
The United States does not have a free trade agreement with Turkey. Turkish-origin goods with IEEPA duties assessed between April 5, 2025 and February 20, 2026 are potentially eligible for CAPE refund.
