Indonesia: 32% on a Broad Range of Manufactured Goods
Indonesia received a 32% IEEPA reciprocal tariff rate effective April 5, 2025. As Southeast Asiaโs largest economy and one of Americaโs growing manufacturing partners, Indonesia exports a broad mix of goods that were directly affected โ from garments and footwear to paper products and furniture.
Every dollar of Indonesian imports during the IEEPA period generated $0.32 in IEEPA duties. The Supreme Courtโs February 2026 decision makes all of that refundable through the CAPE portal for qualifying importers of record.
Major Export Categories Affected
Indonesiaโs exports to the United States span manufacturing, natural resources, and processed goods:
- Apparel and textiles: Indonesia is a significant garment manufacturer, producing for global fashion brands
- Footwear: Indonesian factories produce athletic and casual footwear for major brands
- Furniture: Wood and rattan furniture, particularly from regions like Java and Bali
- Paper and pulp products: Indonesia is one of the worldโs largest paper producers
- Palm oil derivatives: Cosmetics, food ingredients, and industrial products derived from palm oil
- Rubber products: Natural rubber and manufactured rubber goods
Key Product Categories
Apparel (Chapters 61โ62): Ready-to-wear garments produced in Indonesian factories for U.S. brands and retailers. The 32% IEEPA rate significantly increased landed costs for apparel importers.
Footwear (Chapter 64): Indonesian-manufactured shoes, including athletic footwear and casual styles, bore the full 32% rate.
Furniture (Chapter 94): Indonesian wood and rattan furniture is a staple in U.S. retail and home furnishing markets. Both finished furniture and components sourced from Indonesia were subject to IEEPA duties.
Paper Products (Chapter 48): Printing paper, tissue products, and packaging materials produced in Indonesia by major global paper companies.
No FTA Complications
The United States has no free trade agreement with Indonesia. All Indonesian-origin goods with IEEPA duties paid between April 5, 2025 and February 20, 2026 are potentially eligible for refund. Importers need to identify entries carrying HTS Chapter 99 IEEPA codes (9903.01.xx) on their CBP Form 7501 entry summaries.
