Germany IEEPA Tariffs: 20% EU Rate

Germany, as an EU member state, received the uniform 20% IEEPA reciprocal rate that applied to all EU member states effective April 5, 2025. Germany is the EUโ€™s largest exporter to the United States, making it the most significant individual EU country for IEEPA refund purposes.

German exports to the United States span a wide range of high-value categories โ€” industrial machinery, automotive components, pharmaceuticals, specialty chemicals, and precision instruments. Even at a 20% rate, the duty burden on high-value German capital goods was substantial.

Key German Export Categories

Industrial Machinery (Chapter 84): Germany is globally renowned for machine tool manufacturing, robotics, and industrial automation equipment. Importers of German CNC machines, precision equipment, industrial robots, and packaging machinery paid significant IEEPA duties.

Automotive Parts (Chapters 87, 84): German automotive brands and their Tier 1 suppliers ship components to U.S. assembly plants and the aftermarket. Engine parts, transmissions, electronic control units, and body components.

Chemicals and Pharmaceuticals (Chapters 28โ€“30): Germanyโ€™s chemical industry (BASF, Bayer, Evonik) supplies specialty chemicals, pharmaceutical APIs, and industrial chemicals to U.S. markets.

Optical and Medical Instruments (Chapter 90): German precision instruments, medical imaging equipment, and laboratory instruments.

Wine and Spirits (Chapter 22): German wines and spirits were subject to the 20% IEEPA rate โ€” though the dollar volume is smaller than machinery.

No FTA Complications

Germany (as part of the EU) does not have a free trade agreement with the United States. All German-origin goods that entered during April 5, 2025โ€“February 20, 2026 with IEEPA duties assessed are eligible for CAPE refunds without FTA complications.

High Unit Value Opportunity

One of the characteristics of German imports is high average unit value โ€” capital equipment purchases of hundreds of thousands or millions of dollars are common. A single $2 million machine tool from Germany generated $400,000 in IEEPA duties at the 20% rate. Companies that made multiple capital equipment purchases from Germany during 2025 may have very large single-entry refund amounts.

Filing for German Goods

German-origin entries are generally straightforward for CAPE purposes. No FTA exemptions, no layered duty complications (unless there are specific antidumping orders, which should be checked). Pull your 7501s, identify IEEPA duty amounts, and include in your CAPE CSV.

Given the high per-entry values typical of German capital goods imports, even a small number of entries can generate a substantial refund. Donโ€™t assume a low entry count means a low refund โ€” the value per entry matters.
